The Brush Art Gallery is a non-profit organization founded in 1982 by the Lowell Historic Preservation Commission, U.S. Department of the Interior. Modeled after the Torpedo factory art complex in Alexandria, Virginia, their mission is to nurture the working artist; keep the visual arts alive and healthy in the heart of Lowell's historic district; demonstrate through exhibitions and cultural programming the diverse and rich heritage that exists in Lowell; and make Lowell a destination for viewing some of the finest art being produced in New England and beyond.

Since opening day, Western Avenue Studios has become an integral part of the cultural life of the city of Lowell. In addition to participating in the annual citywide Lowell Open Studios and holding monthly First Saturday Open Studios, WAS has provided venues for the 7th Annual International Edible Book Festival, the Lowell Quilt Festival, and the Lowell Photography Weekend. The summer of 2006 marked the inception of the Summer Art Program for Children. The Western Avenue Studios Artist Association represents many of the artists at Western Avenue Studios. The organization provides outreach and develops partnerships with other cultural institutions in the city.

The University Gallery is the University of Massachusetts Lowell’s professional art gallery. The New England Quilt Museum is located in historic downtown Lowell, Massachusetts. Master craftsman Josiah Peabody built the Lowell Institute for Savings building in 1845 in the classic Greek Revival Style. The structure boasts an unusual rhomboidal footprint, with curved corners and an ornate wrought-iron balcony along two sides. Today the 18,000 square foot space holds exhibition galleries, a library and resource center, classrooms, a museum store, collection storage, staff offices, and support areas.

The Whistler House Museum of Art, birthplace of artist James Abbott McNeill Whistler, was established in 1908 as the permanent home of the Lowell Art Association. Founded in 1878, the Lowell Art Association owns and operates the museum as an historic site. Built in 1823, the Whistler House represents the richness of the history and the art of Lowell. The museum maintains its permanent collection and organizes contemporary and historical fine arts exhibitions. It also sponsors a variety of educational and community oriented cultural programs.

The Pollard Memorial Library is Lowell's gateway to knowledge, meeting the information needs and enriching the quality of life in our community. The mission of the library is to provide diverse collections, state of the art technology, appealing programs and multiple services to Lowell's population. The library offers children of the community an active library program stressing the value of reading and communicating. Students of all ages are provided with information and services to support all academic levels. In addition, the Pollard Library operates a large Literacy Volunteers program that has provided free, confidential one-on-one tutoring for hundreds of Greater Lowell residents since 1984.
